Building a harmonious socialist Society

Abstract: The construction of socialist harmonious society is a brand-new idea, which, proposed and then modified successively in the Party's 16th National Congress, the Third Plenary Session of the 16th Central Committee of the C.P.C and finally the Fourth Plenary Session, has rich connotation and distinct characteristics. The construction of a socialist harmonious society is a significant strategic action, which, taken by our Party in the tide of historical development and in the promotion of the great cause of socialism with Chinese characteristics, is of great importance. The main steps include promoting integral construction of economy, politics, culture, society and ecology; practically doing well mass work of "caring people's life, promoting democracy, optimizing folk customs"; and speeding up vigorous development of the social cause.

Introduction
The concept of “harmonious society” originated from the ancient philosophy of China, which can ascend to Zhou Dynasty. It was a dreamboat of our forefathers. It emphasizes men should live in harmony with other people, society and nature. A harmonious society should be like a symphony orchestra—each person contributes only a small sound, but when combined with many other small sounds it becomes beautiful music. ”[1] Today, what is called “harmonious society” is the succession of the traditional idea. Our purpose is to fully inspire social vigor, fairly and reasonably distribute social and natural resources to each member of society. “
1. What is the Harmonious Society?
In 2005, Chinese President Hu Jintao puts forth the concept of “Harmonious Society” as a guiding principle for government policy-making (Xinhua, 2005). In October 2006, during the 6th Plenum of the 16th Central Committee of the Communist Party of China (CCP), the CCP followed up on President Hu’s statements by publishing a resolution on the “Building of a Harmonious Socialist Society” (Xinhua, 2006). This resolution gave details on the concept of harmonious society, and affirmed the concept as an official policy of the Chinese Communist Party. President Hu Jintao on September 15, 2006, defined a harmonious society as a society “which gives full play to modern ideas like democracy, rule of the law, fairness, justice, vitality, stability, orderliness and harmonious co-existence between the humankind and nature.”[2] This policy is understood to mean a renewed focus on addressing social and environmental challenges, with reduced priority for economic growth where it conflicts with these aims .[3]Harmonious society will give full scope to people's talent and creativity, enable all the people to share the social wealth brought by reform and development, and forge an ever closer relationship between the people and government. These things will thus result in lasting stability and unity.
2.The significance of building a harmonious society
To achieve harmonious society and build a better society, which is humanity has always been sought-after ideal of a society, but also including China, the Communist Party of Marxist political parties, pursuing of the ideal of a society. Building a harmonious socialist society is that our party conform to the historical development ,in order to promote the great cause of socialism with Chinese characteristics to make a major strategic initiative at the institutional transition of China's social transformation of this particular historical period, the inevitable economic and social development requirements, is to meet the people's growing material and cultural needs of an inevitable requirement ,is to consolidate the social basis for the ruling party to realize the historical task of the ruling party an inevitable requirement ,is to fully implement the scientific outlook on development to achieve a well-off society in an all-round way .
2.1 Building a harmonious socialist society will help us to grasp and make good use of an important period of strategic opportunity to achieve ambitions, which means the society is very prosperous, democratic, civilized and harmonious.
During the twenty years of the reform and opening up, we have made great progress and many contradictions have been removed which formed in the planned economy ages .Especially ,we have solved the food –and –clothing problem of millions people and the shortage of matter , which was a great progress. But the old institution created the deepen contradictions before reform and opening up which still exist . For instance, the labor law is not perfect. The town and country’s dual economic structure is still exist , the household registration system and population movements contradictions , the household registration form the block between town and country .We should keep on solving the contradictions which form in the planned economy system.
Second, since we took the measure of reform and opening , we take the socialist market economy system , continually give some preferential policies to some economic , made some people rich first , After reform and opening , some new contradictions came out too , One contradiction is imbalance between material civilization and spiritual civilization . Another contradiction is that the further widen gap between rich and poor is forming a severe polarization tend .“According to the statistical date, in one city the high -income households and the low –income household’s gap is 4.7:1.”In fact, it is far away from the not have enough food to eat .For example, there are 509 families in Naba village in a country. The yearly net income of per people is 625 Yuan at the most. [4] The third contradiction is the imbalance of the development between the town and country. “The forth contradiction is the allotment which stress too much the so-called efficiency but ignore the fairness at all , then it results in the unfair social allotment and the relationship between rich and poor is more clear The disadvantageous groups hare no right to participate in government and political ”. [5] From this situation, we can know that the contradictions result from the new and old economic system, and the contradictions are complex, some conflicts are complex state, and we must remove the conflicts when we build the harmonious society.
Building socialism harmonious society is our Long –term goal and the process of removing contradiction, we are in the primary stage now and this state will last a long time. In this stage, we’ll meet many contradictions and unharmonious elements .
2.2 Building a harmonious society which will help us to accurately grasp the complex and changeable international situation, and a strong response from the international environment and a variety of challenges and risks.
Building a harmonious world is an extension of the Chinese concept of building a harmonious society, and is at the core of China's diplomatic strategy in the new century. Building a harmonious world reflects a historical development trend, and is the common wish of the people of word. In view of the international situations, hu noted that building a harmonious society is also a requisite requirement for the china authorities to clear away challenges and risks in the international relations, including unfair world order, rocky road of multi-polarization of world political framework, pressure from economic globalization, and security concerns.
The foreign affairs work in the new era should take as guidance Mao Zedong Thought, Deng Xiaoping Theory, and the important thought of the "three representatives," implement the outlook of scientific development in an all-round way, coordinate the overall international and domestic situation and, center around the Party's primary task of wielding power and invigorating the nation, unswervingly take the road of peaceful development and carry out foreign affairs work in a multi-dimensional manner.
It is imperative to coordinate the domestic and international situation. China should keep the direction of its development steady in view of both international and domestic situations, create conditions for development by tapping the resources of China and the world at large complimentary and take hold of the overall development by keeping abreast of the comprehensive functioning of domestic and international factors.
It is imperative to adhere to peaceful development. China should not only develop itself by the way of safeguard the world peace but promote the world peace through its self development, beef up its peaceful co-existence and mutual cooperation with other countries. Only in this way, can China create still better external conditions for its own development and ensures a still better, sustain development for itself.
